Glenna S. Carter is a highly accomplished and results-oriented professional with extensive experience in program and subcontract management within the defense industry. Her career is marked by a proven track record of effectively leading and managing experienced teams responsible for the full lifecycle of subcontract management, from pre-award activities through closeout, across multiple leading defense contractors.

As a subject matter expert, Glenna excels in developing subcontract Key Performance Indicators (KPIs) and detailed work statements meticulously aligned with prime contract requirements, consistently ensuring both mission success and regulatory compliance. Her expertise extends to critical terms and conditions negotiations for specialized materials, equipment, and services, where she has consistently demonstrated an ability to minimize risk and achieve significant cost savings.

Throughout her career, Glenna has successfully managed substantial mission area portfolios, including Fixed/Rotary Wing, Ground Mobility, Maritime, Unmanned Aerial Vehicles, and Enterprise, with a cumulative value exceeding $650M in direct support of Special Operations Forces government contracts. She is adept at creating and delivering compelling executive-level presentations on program health, progress, risks, and issues management. Furthermore, she has played pivotal lead roles within Subcontract Management Teams (SMTs), notably spearheading the planning, soliciting, and execution of  major subcontracted efforts.

Glenna's core competencies encompass robust management of control points for cost, schedule, and technical performance, active involvement in risk and opportunity management, and strategic collaboration with key suppliers to drive performance improvements. She possesses a strong background in implementing procurement systems that demonstrably increased efficiencies by 62% and consistently exceeded financial and performance goals year over year. Additionally, she is skilled in establishing mutually beneficial relationships with Sole Source providers/OEMs and ensuring rigorous compliance with FAR and DFAR regulations across various contract types, including Firm Fixed Price, Time & Materials, and Cost-Plus Fixed Fee. Glenna holds a Bachelor of Arts in Organizational Management from Midway College and possesses a Secret Security Clearance.
